The Globe and Mail 10 Dec 07 reports that the Canadian government, after eliminating environmental NGOs from its delegation, added an oil company and several other business executives. A leak to Equiterre "shows Canadian negotiators in Bali are under explicit instructions... [to put] the burden of emissions reductions on poorer countries" and demand a "weaker target" for Canada, which currently ranks 53rd out of 56 for climate change performance among the world's top emitting countries. Les rapports en français d'Equiterre: "Nous avons mis la main, hier, sur un document secret qui demande rien de moins aux négociateurs canadiens que de miner la confiance nécessaire entre les pays qui tentent de négocier de bonne foi. Ce document établit 9 principes pour l’après-2012 dont certains sont tout simplement inacceptables pour les pays en voie de développement… surtout que ça provient d’un pays qui ne respectera même pas ses propres objectifs de la première phase d’engagement."
le 15 déc: "La planète a fait un pas en avant à Bali aujourd’hui, mais nous avons manqué une occasion de faire beaucoup plus", affirme Steven Guilbeault d’Équiterre. "La bonne nouvelle, c’est que l’entente de Bali exige des pays industrialisés qu’ils réduisent leurs émissions de GES de 25 à 40% sous les niveaux de 1990 d’ici 2020, et qu’ils négocient la prochaine phase de Kyoto sur cette base". Finalement, le gouvernement a répondu à la pression populaire. "C’est maintenant que débute le vrai travail," affirme Matthew Bramley de l’Institut Pembina. "Les objectifs et les politiques du gouvernement du Canada sont très loin de rencontrer les standards fixés ici à Bali. Le gouvernement fédéral doit décupler ses efforts dans la lutte aux changements climatiques pour s’assurer que le Canada joue un rôle responsable dans la prochaine ronde de négociations".
